A proper inspection is more than a quick look from the ground. It should assess the complete drainage path, document conditions by location, identify immediate safety concerns, and establish a clear maintenance scope. On larger properties, that process helps turn gutters from an afterthought into a controlled part of the preventive maintenance plan.
Start With Safety and an Inspection Plan
Before anyone accesses a roofline or uses a ladder, determine whether the inspection can be completed safely from the ground, with binoculars, or through elevated access equipment. Commercial and multifamily buildings often have multiple roof elevations, landscaped setbacks, service corridors, and pedestrian areas that make informal ladder work a poor choice.
Set the inspection route before beginning. Walk the property by building, elevation, and roof section rather than checking visible trouble spots only. This creates a repeatable process and makes it easier to compare conditions from one inspection cycle to the next. On a large community, record building numbers, gutter runs, downspout locations, and any areas that require special access or traffic control.
The best time for a detailed visual inspection is after leaf drop, before the heavy-rain season, and after major windstorms. Local conditions matter. How to Inspect Building Gutters From the Ground

Watch the gutter line itself. It should appear straight and consistently attached to the fascia or roof edge. Sagging sections can indicate debris weight, failed hangers, standing water, or deteriorated mounting material. Then examine the building exterior beneath the gutters. Vertical staining, peeling paint, algae growth, damaged stucco, softened wood trim, or efflorescence can point to recurring overflow. Look for compacted leaves, roof grit, branches, nesting material, moss, and sediment. Fine sediment is especially easy to miss, yet it can settle in low areas and block outlets even after larger debris has been removed. A gutter that looks mostly clear can still retain enough material to slow drainage and encourage standing water.
Check for standing water after dry weather. Gutters require a controlled slope toward outlets, so persistent water often means the pitch is incorrect, the gutter has deformed, the hangers have loosened, or the outlet is restricted. Refastening a sagging section without correcting the underlying slope may offer only a temporary improvement.
At the roof edge, inspect the condition of the fascia, drip edge, roof flashing, and gutter attachments. Water that runs behind the gutter can damage fascia boards and soffits even if the gutter channel itself is clean. This is a common source of hidden deterioration on older buildings and properties with prior roof or gutter modifications.
Also look for corrosion, cracks, open seams, pinholes, and damaged end caps. Aluminum systems can corrode in certain environments, while steel gutters may rust at joints and scratched areas. Test Downspouts and the Full Drainage Path

Do not rely on a visual check alone, because a downspout can be blocked well below the upper elbow.

If a downspout disappears below grade, confirm where it discharges and whether the receiving drain, splash block, or drainage basin is clear and functioning.
A functional downspout that releases water directly against a foundation wall is still a drainage concern. The discharge should move water away from the structure without causing erosion, staining, or ponding. On commercial campuses and residential communities, coordinate gutter inspections with landscape and stormwater maintenance so that the full water-management system is reviewed together.
Document Conditions by Priority
For a property manager, inspection value comes from clear documentation and a practical action plan. Photos should show the location, not just the defect. Capture the full elevation when possible, then take closer images of the issue. Label findings by building, side, floor level, and gutter or downspout section.
Classify work based on urgency. Active overflow above entrances, loose gutters above pedestrian areas, damaged downspouts, and leaks affecting occupied spaces should receive immediate attention. Heavy debris buildup, standing water, isolated seam leaks, and early corrosion generally belong in the near-term maintenance scope. Cosmetic staining or minor wear may be monitored, but it should not be ignored if it appears to be spreading.

Know When Cleaning Is Not Enough
Cleaning restores capacity, but it does not fix every gutter problem. If water still overflows after debris removal, the issue may be undersized gutters, too few downspouts, improper pitch, roof runoff concentration, or a drainage system that cannot handle the building's water volume.
This is particularly relevant on large roof areas, buildings with steep roof planes, and properties that have undergone additions or roof replacements. Changes to the roof can alter how water reaches the gutter system. A maintenance provider should evaluate the condition in context rather than repeatedly clearing the same overflow location without identifying why it occurs.
Gutter guards also require a measured approach. They can reduce large debris accumulation in some applications, but they do not eliminate maintenance. Fine debris, roof sediment, and plant material can collect on top of guards or at gutter outlets.
